Funding Rental Preservation of Privately Owned Property

Does anyone have a rental rehab program that provides funding to owners of privately held property (for-profit or not-for-profit) to rehabilitate their property? If so, would you share the program?I am in a rural area and sources of funding are sparse and intermittent. Often we have to look to multiple sources of very limited pools of funding.
