Weatherization notice for assisted housing

Has anyone prepared a response on the proposed rules governing the automatic eligibility of some HUD and LIHTC properties for the Weatherization program? I have heard initial reactions about excluding 236, 221(d)(3) and 221(d)(5) properties, as well as language in the notice that seems to favor individually metered properties over master-metered properties. Do others have thoughts on these issues, and what else should we consider in crafting a response? Thanks!

The Interagency Council coordinates the relevant housing agencies at the federal, state, county and city levels to ensure affordable rental housing in Cook County stays affordable (primary focus is on government-assisted rental housing). Activities include:
• Identifying buildings most at risk of losing affordability by analyzing data (via Data Clearinghouse) and working with community and tenant groups.
• Developing and deploying intervention strategies to keep at-risk buildings affordable by working with public agencies, community development lenders, owners and tenants.
• Working with public agencies and owners to craft coordinated, innovative approaches and policies to address common preservation challenges.
• Linking owners to preservation resources and opportunities via the public agencies.

Hi, Stacie - we are considering commenting, along with others, at least with regard to the exclusion of §236 and BMIRs, even if they ave Section 8. NHT will be circulating a draft for folks to consider signing on to, and you may want to contact Michael or Toby to get that from them. We're not sure if LISC will address all the issues raised [such as whether LIHTC properties can be deemed to meet all of the tests], and are also looking to see what others think about some of those issues. But I do gather that it's pretty important to show support for making this resource easily available to multifamily housing.
