LA Times: HUD $1 Homes program a "failure"

This weekend the LA Times published the results of an in depth investigation of the outcomes for a set of homes that HUD sold to local governments in Southern CA for $1 with the intent that they offer affordable homeownership opportunities. HI Rick,

The city of Boulder intends to hire a consulting firm to develop a Mobile Home Strategy for the city that looks at

our current MH stock and will do analysis and make recommendations on appropriate city involvement in MH issues.

Also, to look at the viability and appropriatness of MH's for the affordable housing program. I will be issuing and RFP in a couple of weeks. Do you know of any firms that are knowledgable in MH issues and would be interested in recieving notice of the RFP?
