Landlord registration laws. Effective tool?

Looking for examples of effective landlord registration law strategies for neighborhood stabilization in non-judicial foreclosure states. Also, revenue models to support inspections, code enforcement cost. Have heard New Jersey and Philadelphia are places to look. Could registration law be written so as to be a tool to identify a party to negotiate with in a cloudy ownership situation for a short sale or loan mod?

Not new development but, I tried making the argument that conversion of existing buildings to student housing intensified the use of the property, not least because school data showed that the majority of enrollees were residents from our side of the area.
