Does access to public transit affect housing costs?

Thumbnail
The Center for Housing Policy recently released a brief that reviews the research on this topic.  The general finding is that in many cases, it does. The average impact is relatively modest but can be quite large depending on a variety of factors.Characteristics that appear to lead to housing cost increases include: new rail service that dramatically increases regional accessibility;…See More

Travel Patterns for Older Adults

Thumbnail
AARP's Public Policy Institute just released a report entitled How the Travel Patterns of Older Adults Are Changing: Highlights from the 2009 National Household Travel Survey.  The study compares travel patterns from 2001 to 2009 and reaches a variety of interesting conclusions: older adults, like the population at large, are taking fewer trips and traveling fewer miles; and the use of public…See More

In preparation for the launch of the Housing Research and Advisory Service (HRAS) later this year, a new service from the Center for Housing Policy, the Center is beta-testing the preparation of customized data reports on housing conditions at the local level. Report Highlights Rural Foreclosures

Thumbnail
A recently-released research note from the Housing Assistance Council - Foreclosure in Rural America: An Update - analyzes foreclosure data made available by HUD as part of the NSP-3 program.  The report finds that between June 2009 and July 2010, more than 12 percent of all foreclosures occurred in rural areas.  On a per unit basis, the incidence of foreclosure is lower in rural areas than in…See More

Preserving a Manufactured Housing Community

Thumbnail
The Housing Assistance Council recently released a research note entitled Preserving Affordable Manufactured Home Communities in Rural America: A Case Study.  As the title implies, the note describes how one community in Montana transitioned from an investor-owned to a resident-owned property.  The investor was a motivated seller thanks to new legislation in Montana that grants tax credits to…See More

Collaborative strategies to preserve affordable rental housing

Thumbnail
HUD's Office of Policy Development and Research has created a new online resource highlighting state and local efforts to collaboratively preserve affordable housing.  The site, which currently showcases efforts in Oregon, Washington, Ohio, and Minnesota, describes the partnerships that have formed in each state and the activities that they undertake to work together toward a common goal. HUD promises to expand the…See More

Today, the Center for Housing Policy released Housing Landscape 2011: An Annual Look at the Housing Affordability Challenges of America's Working Households.  The report finds that the number of working households spending more than half of their income on housing (i.e., with a severe housing cost burden) rose to 10.5 million in 2009, representing a one-year increase of roughly 600,000 households. …See More

Proposed Section 202 Reform

Thumbnail
I'd like to let everyone know that HUD has released a draft Section 202 reform bill, available here.  The proposal represents a pretty significant rethinking of the program, including: converting capital grants to gap financing; converting PRACs to project-based rental assistance; and, of interest to researchers, allocating $1.5 million to investigate the program's ability to reduce costs associated with emergency and…See More

Presentations on Multi-Generational Planning

Thumbnail
At the American Planning Association national conference earlier this month, I was part of a panel that discussed considering the needs of both older adults and families with children in community design.  The presentations underscore the importance of planning both the physical housing stock and models of service delivery in such a way that recognizes the growing older adult population.  The presentations are available at…See More

New American Community Survey Data Released

Thumbnail
This week, the Census Bureau released new three-year estimates from the American Community Survey (ACS). Data reflect population and housing characteristics between 2006 and 2008 and are available for all geographies with a population of at least 20,000. As such, three-year ACS estimates can produce some very valuable housing statistics for a great many metro areas, cities, and counties, including: monthly housing costs for renters and homeowners; percent of income spent on housing; and home…See More

Managing Scattered-Site Affordable Rental Housing

Thumbnail
I recently attended a Federal Reserve Board forum called “Making Lemonade Out of Lemons: New Opportunities for Scattered-Site Affordable Housing.” At the forum, individuals familiar with scattered-site management in its for-profit, nonprofit, and public housing iterations gave brief remarks on their experiences.A representative from Redbrick Partners, a REIT that owns many scattered-site homes in multiple markets, suggested that they need 300-500 units to achieve any kind of scale. At this…See More

Hi Keith- Interesting and very relevant. I am with a non profit developer and we are increasingly beiong asked "why aren't you buying foreclosed homes, rehabbing them and renting them out"? Our sense is that this approach is not cost effective (unless there is a large volumne as you mention in your write up). Do you know of any organization that has done a recent analysis of the costs of financing, acquiring, rehabbing and managing scattered sites compared to financing, developing and managing new multifamily housing? opposedinclination is not to do so becauseseting
