When we were discussing the NSP Boot Camp, they asked Living Cities to focus the Boot Camp on Neighborhood Stabilization.  We had a long discussion among the planning group about what a stable neighborhood would look like and how we would know when we had achieved a stable neighborhood.  I'm curious if folks from this forum would share their thoughts about what, to them, describes a stable neighborhood.
