The recent housing crisis has sent many families into foreclosure and a disproportionate number of those families have been low-income.  As a result, some communities are reevaluating whether or not homeownership still plays a critical role in community development despite its potential for homeowner wealth building and, if structured with long-term affordability restrictions, the potential for preserving the public investment.
