I’m writing a fact sheet for municipal officials on inclusionary zoning, and am looking to emphasize the non-partisan-ness of IZ. The most convincing examples of IZ that I reference so far (Montgomery County, MD; Burlington, VT) are all from areas traditionally considered “liberal.” I’m looking to show that IZ can be enacted and effective in “conservative” communities as well.

 

Even an effective IZ program in a “red state” would be something.

It is not a "red state" but there are many examples of IZ programs in Republican areas in Southern California (ie. Orange County). You can find a list here.
This group would be able to give you a more comprehensive list: www.inhousing.org. There are programs in NYC, Baltimore, Denver, Boulder, Santa Fe, Cambridge (MA), Fairfax (VA), Davidson (NC), Santa Monica (CA) and Irvine (CA), but they each have progressive leadership. Some are in "red states" so this list may be helpful to you.
Denver has IZ and Colorado in general is a pretty conservative state
